It seems to meet the spirit of the law but I can&#039;t find any specific rules. I called the CARS hotline but got different opinions. Any insight?

Yes, the cars are not nearly as environmentally friendly, but I&#039;m concerned with people who have had cars for a while and have them paid off running out to get new ones when they may not be in a position to. I&#039;m in that situation myself. My car is a 2004 Chevy Trailblazer. It&#039;ll be paid off in the spring. It&#039;s tempting to want to trade it in and get a good fuel efficient car but it&#039;s not a wise decision for me.
